Decree on social support measures for families with children affected by Ukrainian aggression

DECREE OF THE PRESIDENT OF THE RUSSIAN FEDERATION
On measures of social support for families with children
affected by the aggression of Ukraine

In order to provide social support to families with children
who suffered from the aggression of Ukraine in the territories
of the Donetsk People’s Republic, Lugansk People’s Republic,
Zaporozhye region, Kherson region and the territories of the
constituent entities of the Russian Federation adjacent to the
areas of the special military operation, I decree:

From January 1, 2024, make a one-time payment in the
amount of 100,000 rubles for a child who received an
injury (wound, injury, concussion) under the age of 18 in
the territory of the Donetsk People’s Republic, Lugansk People’s
Republic, Zaporozhye region or Kherson region or territory
subject of the Russian Federation adjacent to the areas of the
special military operation (hereinafter referred to as the injured
child). A one-time payment is provided to one of the
parents (legal representatives) of the injured child or the injured person
child, if at the time of payment he has reached the age of 18.
Establish that:
a) the right to a one-time payment arises if the injured
child is a citizen of the Russian Federation, permanently
resides on the territory of the Russian Federation
and received an injury (wound, injury, contusion) after
February 18, 2022;
b) a one-time payment is assigned and carried out by the
Pension and Social Insurance Fund of the Russian Federation
at the place of residence or place of
stay of the injured child with documentary evidence
of his injury (wounds, trauma, concussion);
c) a one-time payment is not taken into account when determining
the right to receive other payments and when providing other measures
of social support provided for by the legislation of the Russian
Federation and the legislation of the constituent entities of the Russian
Federation.
To the Government of the Russian Federation:
a) ensure, in accordance with the established procedure, financing
of expenses associated with the implementation of a lump sum payment;
b) approve the procedure for providing a lump sum payment,
including the list of documents (information) necessary
for
B to assign it.
Recommend to government bodies of the constituent entities of the
Russian Federation based on the financial situation of the constituent entities
of the Russian Federation:
a) ensure that injured children are referred annually to the
organization of children’s recreation and their recovery or, if there
are medical indications, to sanatorium-resort organizations, as well as to
ensure the possibility of travel to the place of recreation or treatment
and back, including for an accompanying person;
b) establish other additional measures of social
support for families with injured children;
c) provide for the allocation from the budgets of the constituent
entities of the Russian Federation to finance expenses related
to the implementation of the measures specified in this
paragraph.
This Decree comes into force from the date of its signing.
